FA Staff Job Descriptions

 

PRESIDENT
Selection: The President is selected by the FA Executive Council for a 1-year term. The President must have served either as an Executive Council member or in an executive staff position for at least one year prior to his/her election to the Presidency.

Responsibilities:

  • Chief spokesperson for the Faculty Association.
  • Presides over Executive Council meetings.
  • Carries on liaison with other Professional Organizations in the District.
  • Attends Board of Trustees meetings.
  • Attends and directs annual FA retreat.
  • May serve as a liaison with the State Legislature, with the Chancellor and Board of Governors of the California Community Colleges.
  • May represent FA at meetings of the Bay Faculty Association.
  • May serve as liaison person with FACCC.
  • Assists in preparation of FA publications.
  • Meets with District and College Administration to represent FA in areas of concern.
  • May attend Chancellor’s Advisory Council meetings as one of FA representatives.
  • Serves on FA PAC, if needed.
  • Keeps a record of time spent on FA business on an annual basis for audit purposes.
  • Spends appropriate amount of time in FA office (depending on release time).
  • Serves as contact person at college site where employed.
  • With other FA officers, prepares FA budget with accountant, for approval by Council.
  • The duties may be negotiated with Executive Secretary and Vice President and shifted, when appropriate, by mutual agreement of the parties involved.  Release time or compensation will be awarded accordingly.

Remuneration: Release time, generally 2/3 to 1 FTEF per year.  Subject to review annually by the Executive Staff.  An additional $2,640 per year stipend.  Hours which are not included in the regular academic year are compensated at Step 1, Column 1, Appendix G.

 

VICE PRESIDENT
Selection: The Vice President is appointed by the FA Executive Council for a 1-year term.

Responsibilities:

  • Supervises the Faculty Association Office, especially correspondence, phone duty, referrals, etc.
  • May be asked to attend Board meetings in lieu of the President or Executive Secretary.
  • May serve on District Committees in lieu of President when necessary.
  • Supervises all FA Committees and Division representatives.  Assignments are usually made in the fall quarter and are monitored throughout the year.  Reassignments are made where and when needed.
  • Attends annual FA retreat.
  • Computes all release time for FA Officers and sees that it is arranged far in advance.
  • Computes all payments to Council members for attendance at meetings and payment for FA reports.
  • Interprets contract over the telephone and arranges for personnel problems or matters to be directed to the right authority.
  • Spends appropriate amount of time in FA office (depending on release time).
  • With the President, develops agenda items.
  • Serves as liaison to other faculty groups (i.e., CFT or CTA).
  • Serves as contact person at college site where employed.
  • Keeps a record of time spent on FA business on an annual basis for audit purposes.

These duties may be negotiated with the Executive Secretary and President and shifted, when appropriate, by mutual agreement of the parties involved.  Release time or compensation will be awarded accordingly.

Remuneration: Release time or compensation, generally 1/2 FTE annually, to be reviewed by the Executive Staff.  Hours which are not included in the regular academic year are compensated at Step 1, Column 1, Appendix G.

 

CHIEF NEGOTIATOR
Selection: The Chief Negotiator is selected by the FA Executive Council for a three-year term, or until the contract is signed off, subject to review each year.  The Chief Negotiator shall have served on at least one previous negotiations team.

Responsibilities:

  • Chairs and acts as spokesperson for the negotiating team.
  • Participates on the District Budget Committee.
  • In consort with other members of the team, develops all proposals and establishes negotiation timetables.
  • Acts as primary contact person for faculty regarding negotiations.
  • Coordinates meetings with faculty/divisions for suggestions, proposals and problems regarding proposals.
  • Meets with pertinent committees (i.e., part-time, retirement, fringe, etc.) to obtain data and information necessary for writing proposals.
  • Attends Executive Council meetings, when necessary, to inform Council on progress of negotiations.
  • Attends annual FA retreat.
  • Keeps a record of time spent on FA business on an annual basis for audit purposes.
  • Meets as scheduled with the Board’s representatives to negotiate a contract.
  • Provides for the recording of all proceedings at negotiation meetings.
  • Writes and publishes, as directed by the Executive Council, summaries of negotiation meetings, updates, and timely communications with FA membership.

Remuneration: No less than 1/3 release time per quarter or compensation to be reviewed by the Executive Staff.  An additional $2,640 per year stipend.  Hours which are not included in the regular academic year are compensated at Step 1, Column 1, Appendix G.

 

ASSISTANT NEGOTIATOR
Selection: Negotiators are selected by the FA Executive Council for a three-year term, or until the contract is signed off, subject to review each year.  Negotiators should be willing to serve on a team for a three year contract cycle.  One assistant negotiator position will be filled by a part-time faculty member.

Responsibilities:

  • Assists in the research and development of contract proposals.
  • Attends annual FA retreat.
  • Attends Executive Council meetings, as requested.
  • With the Chief Negotiator, meets as needed with divisions and/or programs for a discussion of suggestions, proposals and problems regarding the contract.
  • Serves, as needed, as liaison person to pertinent FA committees for negotiation information.
  • Keeps a monthly record of time spent on FA business on an annual basis for audit purposes.
  • Meets as scheduled with the administration team to negotiate a contract.
  • Meets as scheduled with the FA team to develop and prepare materials, and proposals for negotiating sessions.

Remuneration: Release time and/or compensation. Amount of release time to be
determined by team with approval of Executive Staff. An additional $1,650 per year per team member. Hours which are not included in the regular academic year are compensated at Step 1, Column 1, Appendix G. In the case of the part-time faculty representative on the team, the compensation will be mutually agreed upon by the staff and negotiation team.

 

ASSOCIATE SECRETARY (FOR PART-TIME FACULTY INTERESTS)
Selection: The Associate Secretary is elected/selected/appointed by the FA Executive Council and serves as ex-officio member* of the Council for a one-year term. The position will be filled by a part-time faculty member with reemployment preference.

Responsibilities:

  • Works fixed schedule of hours in the FA Office.
  • Serves as contact person for part-time faculty requesting information through email, website, and telephone communications (working in conjunction with other staff members).
  • Provides communication to part-time faculty on relevant state-wide and District issues and negotiation items through articles in the FA News and/or special memos.
  • Provides Association outreach to part-time faculty as deemed appropriate by the Executive Staff from among the following:
    • Planning and facilitating orientations and informational forums (i.e., Article 7
      scheduling procedures, health benefits, retirement, etc.);
    • Organizing and coordinating ad hoc meetings with part-time faculty in specific
      divisions ( for example, when necessitated by recurring management-part-time faculty contractual problems);
    • Conducting surveys of part-time faculty interests;
    • Communicating, and advocating for, part-time faculty interests to the
      executive staff and the Executive Council;
    • Communicating, and advocating for, Association interests and positions to
      the part-time faculty.
  • Serves as liaison between the negotiation team and part-time faculty; attends negotiation team meetings on an as needed basis.
  • Attends staff meetings.
  • Represents FA on district and college committees at the request of the executive staff.
  • Represents FA at professional conferences and state organizations such as CPFA and FACCC at the request of the executive staff.
  • Maintains record of time spent on FA business on a monthly and annual basis for audit purposes.

Remuneration: Release time and/or compensation equivalent to 2 assignments annually, paid at the appropriate step and column of Schedule A, subject to variability of load configuration and approval by the executive staff.  Overtime hours and/or hours not included in the regular academic year are compensated at Column I, Step 1, Appendix G. As in the case of other staff positions, if the Associate Secretary is also an elected Executive Council member, he or she is an official voting member of the Council.

 

EXECUTIVE SECRETARY
Selection: The Executive Secretary is selected by the FA Executive Council for a 1-year term.

Responsibilities:

  • May work a fixed schedule of hours in the FA office.
  • Maintains his/her own record of time spent on FA business on a monthly and annual basis for audit purposes.
  • Provides office oversight and support that may include the following::
    • Coordinates activities and projects
    • Assesses potential conciliation problems as reported in phone calls to the office
    • Assists with work in office including covering the absence of the office manager
    • Assists the president and vice president under emergency conditions
    • Updates and maintains data bases
  • Performs office responsibilities as deemed appropriate by the executive staff from among the following:
    • Serves as grievance officer
    • Works with finance and negotiation team to analyze the District budget
    • Serves as publications editor
    • Oversees District Contract Instruction and Agency Education to assure
      compliance with Article 37 of the 2001-04 Agreement
    • Serves as FA representative on district or college committees
    • Represents FA president and/or vice president at board and other district
      meetings as appropriate
  • The duties may be negotiated with President and Vice President and shifted, when appropriate, by mutual agreement of the parties involved.  Release time or compensation will be awarded accordingly.

Remuneration: Reassigned time reviewed annually, subject to review by the Executive Staff.  Hours which are not included in the regular academic year are compensated at Step 1, Column 1, Appendix G.

 

GRIEVANCE OFFICER
Selection: The Grievance Officer is appointed by the Faculty Association Executive Council for a three-year term, subject to review at the end of each year.

Responsibilities:

  • Assists FA members who choose to file a grievance, after conferring with the appropriate conciliator.  Such assistance shall include:
    1. Proper preparation of grievance form.
    2. Preparation and submission of relevant documentation of the grievance.
    3. Advise on the operation of the grievance procedure and on effective strategies to use in the case.
  • Serves as FA representative in dismissal cases.
  • Serves as the FA representative in grievance proceedings if selected by the grievant.
  • Sits as the FA representative in any grievance proceeding when the grievant’s representative is not from FA.
  • Sits as an observer in any grievance proceeding when another FA representative is handling the case.
  • Sits as the FA representative in any discrimination complaint meetings if invited by the respondent.
  • Works with RIF Committee, if necessary, in helping to prepare cases.
  • Advises the Executive Council when it is attempting to determine whether to carry a grievance to arbitration.
  • Liaison with FA’s legal counsel.
  • Advises the Executive Council on the selection of arbitrators when necessary.
  • Attends the annual FA retreat.
  • Works closely with FA Council.
  • Keeps a record of time spent on FA business on an annual basis for audit purposes.

Remuneration: The Grievance Officer shall receive compensation in released time and/or monetary payments.  The amount of released time shall be reviewed each year by the FA Executive Staff.  Hours which are not included in the regular academic year are compensated at Step 1, Column 1, Appendix G.

 

CONCILIATOR
Selection: A conciliator for each campus is selected by the FA Executive Council for a provisional 3-year term starting with a probationary year, subject to termination by either party. Years two and three continued by mutual agreement.

Responsibilities:

  • Responds in a timely manner to requests for assistance from faculty on contractual or other
    matters.
  • Conciliates disagreements between faculty and Administration about misinterpretation,
    misapplication, or violation of the contract by:

     

     

    1. investigating the facts involved in the question(s) raised.
    2. determining relevant issues, including which sections of the Agreement, the Education Code, Board Policy, past practices are pertinent.
    3. attempting to resolve differences beginning at the lowest possible administrative level.
    4. seeking advice from appropriate staff on strategy, possible solutions to the problem
      short of filing a grievance.
    5. advising potential grievants on conciliation, grievance procedures and practices
  • Attends annual FA retreat.
  • Advises the Chief Negotiator of any problems arising out of the current Agreement and suggests changes to alleviate those problems.
  • Keeps confidential files of all cases currently being conciliated and records of all agreements made with the Administration on particular issues.
  • Generates monthly reports using FilemakerPro on cases handled, each including relevant contract article(s), a timeline and summary of events with issues identified, and, if case not resolved, the next steps
  • Assists in promoting understanding of the rights granted under the Agreement to all unit members and to management charged with responsibility for administering the Agreement.
  • Keeps a record of time spent on FA business on an annual basis for audit purposes.

Remuneration: Normally, 1/3 release time will be granted to each conciliator. The amount of released time will be reviewed each year by the FA Executive Staff. Hours which are not included in the regular academic year are compensated at Step 1, Column 1, Appendix G.
